Eckman, P.E., was appointed as the Director of the VA Maryland Health Care System on December 20, 2020, and is responsible for the management and oversite of three medical centers and five community-based outpatient clinics located throughout the state. As the Director, Mr. Eckman oversees the delivery of health care services to more than 53,000 Veterans and is responsible for an operating budget of $450 million. Prior to his current appointment, Mr. Eckman served as the Associate Director for Operations for the VA Maryland Health Care System starting on March 5, 2020. He previously served as the Associate Director for Finance for the VA Maryland Health Care System starting on October 1, 2017. Before his leadership roles at the VA Maryland Health Care System, Mr. Eckman served as the Executive Assistant to the Deputy Network Director for the VA Capitol Health Care Network (VISN 5), as well as the Acting Deputy Network Director for VISN 5 from 2016-2017. He also served as the Associate Medical Center Director at the Coatesville VA Medical Center in Coatesville, Pennsylvania, from 2012-2016. From November 2013 through June 2014, he served as the Acting Medical Center Director at the Coatesville VA Medical Center. Mr. Eckman began his VA career in 2008 as a Project Engineer at the Perry Point VA Medical Center. In 2010, he was promoted to the Project Section Supervisor, followed by the appointment as the Executive Assistant to the Associate Director for Finance for the VA Maryland Health Care System. A United States Army Veteran who served from 2000 to 2004, Mr. Eckman earned a B.S. in Civil Engineering from Drexel University and a Master of Engineering in Project Management from the University of Maryland. He is a Registered Professional Engineer in the State of Maryland.

Email: sandie.marshall@va.gov Dr. Marshall was appointed as the Chief of Staff for the VA Maryland Health Care System in March 2016. Previously, she served as the Deputy Chief of Staff for the Perry Point VA Medical Center, a division of the VA Maryland Health Care System. As the Chief of Staff, Dr. Marshall is responsible for the provision, coordination and supervision of all clinical services at the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She serves as an integral member of the leadership team for the VA Maryland Health Care System in coordinating the delivery of safe, quality and compassionate care to more than 55,000 Veterans. Prior to her appointment as the Deputy Chief of Staff at the Perry Point VA Medical Center, Dr. Marshall served as the Director of the Managed Care Clinical Center for the VA Maryland Health Care System, where she was responsible for the oversight of Primary Care, Women’s Health, Dermatology, Audiology and Speech, and Occupational Health. Dr. Marshall, who began her VA career in 1988 as an Ambulatory Care staff physician at the Baltimore VA Medical Center, has provided Primary Care services to hundreds of Veteran patients and was instrumental in the implementation of the Patient Aligned Care Team (PACT) model throughout the VA Maryland Health Care System. Dr. Marshall received her Medical Degree from the University of Maryland School of Medicine, where she graduated cum laude, and completed a residency in Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. After completing her residency, she served as the Chief Resident for Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. Dr. Marshall is board certified in both Internal Medicine and Geriatrics.

Email: Christopher.Buser@va.gov Christopher Buser, LCSW-C, was appointed the Deputy Medical Center Director for the VA Maryland Health Care System effective August 15, 2021. Prior to his appointment, he served as the Chief of Social Work Service for the VA Maryland Health Care System since June 2014. As the Deputy Medical Center Director, Mr. Buser oversees the day-to-day operations of Finance and Accounting, Supply Chain Management, Safety and Occupational Health, Consumer Relations, and Police Services, as well as the Privacy, Compliance and Business Integrity, Research Compliance, and Emergency Management Offices for the health care system. His principal areas of responsibility include planning, coordinating and evaluating the operations of these services. Mr. Buser, an Army Veteran, began his VA career in May 2001 as a Primary Care/Dementia Clinic Social Worker at the Baltimore VA Medical Center. In August 2003, he was promoted to the Operation Enduring Freedom/Operation Iraqi Freedom Coordinator for the VA Maryland Health Care System, followed by his appointment as the Assistant Chief of Social Work Service in March 2009. In addition to his VA career, Mr. Buser served in the Army Reserves from December 2002 to June 2011. While a commissioned officer in the Army's Medical Service Corps, he served as the Officer in Charge of Behavioral Health for the Warrior Transition Battalion at Fort Benning, Georgia, and the Commanding Officer of the Headquarters and Headquarters Detachment 309th Medical Group. Mr. Buser earned his Master of Social Work degree, with a concentration in Clinical Geriatrics, from the University of Maryland School of Social Work, where he is also an Assistant Professor of Field Instruction.

Email: Lori.Rosenzweig@va.gov Lori Rosenzweig was appointed as the Associate Director for Operations for the VA Maryland Health Care System effective September 12, 2021. She previously served as the Therapy Director for Physical Medicine and Rehabilitation Service at the VA Maryland Health Care System since 2019. As the Associate Director for Operations, Ms. Rosenzweig leads the day-to-day operations of Biomedical Engineering, Chaplain, Environmental Management, Facilities & Engineering, Medical Administration, Nutrition and Food, and Prosthetics and Sensory Aids Services for the health care system. Her primary areas of responsibility include planning, coordinating and evaluating the operations of these services. Ms. Rosenzweig joined the VA Maryland Health Care System in August 1997 as a Physical Therapist at the Baltimore VA Medical Center. In 2014, she was promoted to the position of Site Supervisor for Rehabilitation Services at the Baltimore VA Medical Center, followed by a year-long detail as the Senior Administrative Officer for the Radiation Oncology Clinical Care Center for the VA Maryland Health Care System. In February 2017, she assumed the role of Clinical Manager for Rehabilitation Services at the Baltimore VA Medical Center, followed by a temporary detail as the Acting Chief of Prosthetics and Sensory Aids Service for the VA Maryland Health Care System in November 2018. Ms. Rosenzweig received a Bachelor of Science in Biology from North Carolina State University, and a master’s degree in Physical Therapy from Drexel University in Philadelphia, Pennsylvania. She completed VA’s Leadership Development Institute in 2012, received her Green Belt Certification in 2017, and graduated from VA’s Healthcare Leadership Development Program in 2021.

Email: Sheila.Bryson-Eckroade@va.gov Sheila Bryson-Eckroade, BSN, MEd, RN, NEA-BC, was appointed as Chief Quality Officer of Quality, Safety and Value for the VA Maryland Health Care System effective October 10, 2021. She previously served as the Associate Director for Patient Care Services for the health care system since May 2012 where she was responsible for the provision, coordination and supervision of Nursing, Sterile Processing, and Social Work Services. As the Chief Quality Officer, Ms. Bryson-Eckroade leads the day-to-day operations of Quality, Performance Improvement and Accreditation, Risk Management, Patient Safety, Infection Control, Utilization Management, Systems Redesign and High Reliability Organization (HRO) for the health care system. Her primary areas of responsibility include planning, coordinating and evaluating the operations of these program offices. Born and raised in Greensboro, North Carolina, Ms. Bryson-Eckroade received her education, including both baccalaureate and master’s degrees, from the University of North Carolina, Greensboro. She has held positions at both community and investor-owned health systems in her 43 plus years in the health care arena. Ms. Bryson-Eckroade has experience in nursing administration, education and patient safety/risk management.
