Email: Adam.Robinson@va.gov Dr. Adam M. Robinson, Jr., MD, MBA, FACS, FASCRS, CPE, was appointed Director of the VA Maryland Health Care System effective August 23, 2015. Prior to his appointment, he served as the Chief of Staff for the VA Maryland Health Care System. Dr. Robinson has over 30 years of experience as a senior leader in the United States Military Healthcare System, culminating in his selected as the 36th Surgeon General of the United States Navy. The Surgeon General is the Chief Executive Officer for Navy and Marine Corps healthcare systems. As the Surgeon General, Dr. Robinson served as the principle Tricare Health Plan representative for active duty sailors and marines, their families, and Navy and Marine Corps retirees and their families, numbering over 2.5 million people. Dr. Robinson led a team of 63,000 Navy Medicine personnel in over 220 healthcare facilities located worldwide with an annual budget of $3.5 billion. Dr. Robinson received his Doctor of Medicine from Indiana University School of Medicine and completed his Residency in General Surgery at the National Naval Medical Center and Fellowship in Colon-Rectal Surgery at the Carle Foundation Hospital and the University of Illinois School of Medicine. Dr. Robinson also has a Master of Business Administration from the University of South Florida. Dr. Robinson holds fellowships in the American College of Surgeons and the American Society of Colon and Rectal Surgery. He is a Certified Physician Executive from the American College of Physician Executives. Dr. Robinson’s personal decorations include the Distinguished Service Medal (three awards), Legion of Merit (two awards), Defense Meritorious Service Medal (two awards), Meritorious Service Medal (three awards), Navy Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal and various service and campaign awards.


Sandra Marshall, MD, Chief of Staff

Email: Sandie.Marshall@va.gov Dr. Sandra Marshall was appointed as the Chief of Staff for the VA Maryland Health Care System effective March 11, 2016. Previously, she served as the Deputy Chief of Staff for the Perry Point VA Medical Center, a division of the VA Maryland Health Care System. As the Chief of Staff, Dr. Marshall is responsible for the provision, coordination and supervision of all clinical services at the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She serves as an integral member of the leadership team for the VA Maryland Health Care System in coordinating the delivery of safe, quality and compassionate care to more than 55,000 Veterans. Prior to her appointment as the Deputy Chief of Staff at the Perry Point VA Medical Center, Dr. Marshall served as the Director of the Managed Care Clinical Center for the VA Maryland Health Care System, where she was responsible for the oversight of Primary Care, Women’s Health, Dermatology, Audiology and Speech, and Occupational Health. Dr. Marshall, who began her VA career in 1988 as an Ambulatory Care staff physician at the Baltimore VA Medical Center, has provided Primary Care services to hundreds of Veteran patients and was instrumental in the implementation of the Patient Aligned Care Team (PACT) model throughout the VA Maryland Health Care System. Dr. Marshall received her Medical Degree from the University of Maryland School of Medicine, where she graduated cum laude, and completed a residency in Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. After completing her residency, she served as the Chief Resident for Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. Dr. Marshall is board certified in both Internal Medicine and Geriatrics.

Email: jonathan.eckman@va.gov Jonathan Eckman is currently serving as Acting Associate Director for Operations at the VA Maryland Health Care System. Prior to his current role, Eckman was appointed as the Associate Director for Finance for the VA Maryland Health Care System effective October 1, 2017. Previously he served as the Executive Assistant to the Deputy Network Director for VISN 5, as well as the Acting Deputy Network Director for VISN 5. Prior to his appointment as the Executive Assistant to the Deputy Network Director for VISN 5, Mr. Eckman served as the Associate Medical Center Director at the Coatesville VA Medical Center in Coatesville, Pennsylvania. From November 2013 through June 2014, he served as the Acting Medical Center Director at the Coatesville VA Medical Center. Mr. Eckman began his VA career in 2008 as a Project Engineer at the Perry Point VA Medical Center. In 2010, he was promoted to the Project Section Supervisor at the Perry Point VA Medical Center, followed by the appointment to the Executive Assistant to the Associate Director for Finance at the VA Maryland Health Care System. Mr. Eckman earned a Bachelor of Science Degree in Civil Engineering from Drexel University in Philadelphia, Pennsylvania, and a Master of Engineering in Project Management from the University of Maryland in College Park, Maryland. He is a Veteran and served as an Army Engineer from 2000 until 2004. Mr. Eckman is a Registered Professional Engineer with the State of Maryland.

Acting Associate Director for Finance

Email: Cedric.Abron@va.gov Cedric Abron was detailed to the position of Acting Associate Director for Finance for the VA Maryland Health Care System, effective March 29, 2020. Prior to this detail, Mr. Abron served as the Chief Financial Officer (CFO) at the Washington DC VA Medical Center. Mr. Abron is a trained Logistician and Financial Manager and a graduate of the Navy Medicine Financial Material Management Training Course. He began his VA career in 2011 at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois. Mr. Abron served as the first Navy Comptroller and then Chief Financial Officer in the country’s only VA/DoD fully integrated medical facility. Prior to joining the Department of Veterans Affairs, Mr. Abron served on active duty in the U.S. Navy as a Fleet Marine Force Corpsman before he was commissioned as a Medical Service Corps Health Care Administrator. Mr. Abron served concurrently as the Comptroller for both Naval Hospital Beaufort and FHCC during the most critical period of its implementation. Mr. Abron is a Navy Veteran with multiple personal decorations awarded while serving on numerous operational tours to include Southwest Asia, Kosovo and OEF. He is a native of Detroit Michigan and holds a Bachelor of Heath Sciences degree from Campbell University and a Master’s in Business Administration from Southern New Hampshire University.

Email: Sheila.Bryson-Eckroade@va.gov Sheila Bryson-Eckroade, RN, BSB, MEd, NEA-BC, was appointed as Associate Director for Patient Care Services for the VA Maryland Health Care System in May 2012. In her capacity as Associate Director for Patient Care Services, Ms. Bryson-Eckroade is responsible for the provision, coordination, and supervision of nursing services throughout the VA Maryland Health Care System, including the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She is an integral member of the management team for the health care system and works collaboratively to plan and deliver quality and safe patient care. Born and raised in Greensboro, North Carolina, Ms. Bryson-Eckroade received her education, including both baccalaureate and master’s degrees, from the University of North Carolina, Greensboro. She has held positions at both community and investor owned health systems in her 33 plus years in the health care arena. Ms. Bryson-Eckroade has experience in nursing administration, education and patient safety/risk management.
