Mr. Eckman was named Associate Director for Operations for the VA Maryland Health Care System in March 2020. Prior to his appointment as the Associate Director for Operations, he served as the Associate Director for Finance at the VA Maryland Health Care System, Acting Associate Director at the Washington DC VA Medical Center, Executive Assistant to the Deputy Network Director for VISN 5, as well as the Acting Deputy Network Director for VISN 5, and Associate Medical Center Director and Acting Medical Center Director at the Coatesville VA Medical Center in Coatesville, Pennsylvania. Mr. Eckman began his VA career in 2008 as a Project Engineer at the Perry Point VA Medical Center. In 2010, he was promoted to the Project Section Supervisor at the Perry Point VA Medical Center, followed by the appointment to the Executive Assistant to the Associate Director for Finance at the VA Maryland Health Care System. Mr. Eckman earned a Bachelor of Science Degree in Civil Engineering from Drexel University in Philadelphia, Pennsylvania, and a Master of Engineering in Project Management from the University of Maryland in College Park, Maryland. He is a Veteran and served from 2000 until 2004. Mr. Eckman is a Registered Professional Engineer with the State of Maryland.

Email: email@example.com Dr. Marshall was appointed as the Chief of Staff for the VA Maryland Health Care System in March 2016. Previously, she served as the Deputy Chief of Staff for the Perry Point VA Medical Center, a division of the VA Maryland Health Care System. As the Chief of Staff, Dr. Marshall is responsible for the provision, coordination and supervision of all clinical services at the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She serves as an integral member of the leadership team for the VA Maryland Health Care System in coordinating the delivery of safe, quality and compassionate care to more than 55,000 Veterans. Prior to her appointment as the Deputy Chief of Staff at the Perry Point VA Medical Center, Dr. Marshall served as the Director of the Managed Care Clinical Center for the VA Maryland Health Care System, where she was responsible for the oversight of Primary Care, Women’s Health, Dermatology, Audiology and Speech, and Occupational Health. Dr. Marshall, who began her VA career in 1988 as an Ambulatory Care staff physician at the Baltimore VA Medical Center, has provided Primary Care services to hundreds of Veteran patients and was instrumental in the implementation of the Patient Aligned Care Team (PACT) model throughout the VA Maryland Health Care System. Dr. Marshall received her Medical Degree from the University of Maryland School of Medicine, where she graduated cum laude, and completed a residency in Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. After completing her residency, she served as the Chief Resident for Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. Dr. Marshall is board certified in both Internal Medicine and Geriatrics.

Acting Associate Director for Operations
Email: Matthew.Orenstein@va.gov Matthew Orenstein was appointed the Acting Associate Director for Operations for the VA Maryland Health Care System (VAMHCS) effective September 21, 2020. He joined the health care system in June 2019 as the Chief of Facilities & Engineering Service. In his capacity as the Acting Associate Director for Operations, Mr. Orenstein leads the day-to-day operations of Biomedical Engineering, Chaplain, Consumer Relations, Environmental Management, Facilities & Engineering, Information & Technology, Information Security, Pharmacy, Planning & Development, Police, and Safety & Occupational Health Services for the VA Maryland Health Care System. His principal areas of responsibility include planning, coordinating and evaluating the operations of these services. Before coming to the VAMHCS, Mr. Orenstein served as the Chief Engineer for the West Texas VA Health Care System and as the Acquisitions Program Manager for VISN 17. His work history previous to joining the VA included two years of engineering consultancy in private industry following a 22-year career in the Army until his retirement as a Lieutenant Colonel. Mr. Orenstein’s military service included two combat tours in Iraq (Operation Desert Storm and Operation Iraqi Freedom) and an Associate Professorship with the United States Military Academy. Mr. Orenstein received a Bachelor of Science in Civil Engineering from Syracuse University in New York, and a Master’s in Industrial Engineering and a Master’s in Business Administration from Rensselaer Polytechnic Institute in Troy, New York. He completed his Master’s in Public Administration from the University of Texas of the Permian Basin. He holds licenses as a Registered Professional Engineer (PE) and Certified Facility Manager (CFM).

Associate Director for Finance
Email: Cedric.Abron@va.gov Mr. Cedric Abron was appointed as the Associate Director for Finance for the VA Maryland Health Care System effective July 6, 2020. As the Associate Director for Finance, Mr. Abron is responsible for the VA Maryland Health Care System's annual budget of approximately $688 million and the management of the Perry Point VA Medical Center. He also oversees the day-to-day operations of Finance and Accounting, Medical Administration, Supply Chain Management and Veterans Canteen Services, as well as the Decision Support, Medical Cost Collection Fund and Privacy offices for the health care system. Prior to joining the VA Maryland Health Care System, Mr. Abron served as the Chief Financial Officer at the Washington DC VA Medical Center. As the Chief Financial Officer, he was responsible for an annual budget of nearly $600 million and oversaw the Budget, Accounting, Managerial Cost Accounting and VERA sections at the medical center. Mr. Abron is a trained Logistician and Financial Manager and a graduate of the Navy Medicine Financial Material Management Training Course. He began his VA career in 2011 at the Captain James A. Lovell Federal Health Care Center in North Chicago, Illinois, where he served as the first Navy Comptroller and Chief Financial Officer in the country’s only VA/ Department of Defense fully integrated medical facility. Prior to joining VA, Mr. Abron served on active duty in the U.S. Navy as a Fleet Marine Force Corpsman before he was commissioned as a Medical Service Corps Health Care Administrator. Mr. Abron is a Navy Veteran with multiple personal decorations awarded while serving on numerous operational tours including Southwest Asia, Kosovo and Operation Enduring Freedom. He is a native of Detroit, Michigan and holds a Bachelor of Heath Sciences degree from Campbell University and a Master’s in Business Administration from Southern New Hampshire University.

Email: Sheila.Bryson-Eckroade@va.gov Sheila Bryson-Eckroade, RN, BSB, MEd, NEA-BC, was appointed as Associate Director for Patient Care Services for the VA Maryland Health Care System in May 2012. In her capacity as Associate Director for Patient Care Services, Ms. Bryson-Eckroade is responsible for the provision, coordination, and supervision of nursing services throughout the VA Maryland Health Care System, including the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She is an integral member of the management team for the health care system and works collaboratively to plan and deliver quality and safe patient care. Born and raised in Greensboro, North Carolina, Ms. Bryson-Eckroade received her education, including both baccalaureate and master’s degrees, from the University of North Carolina, Greensboro. She has held positions at both community and investor owned health systems in her 33 plus years in the health care arena. Ms. Bryson-Eckroade has experience in nursing administration, education and patient safety/risk management.
