Dr. Adam M. Robinson, Jr., MD, MBA, FACS, FASCRS, CPE, was appointed Director of the VA Maryland Health Care System effective August 23, 2015. Prior to his appointment, he served as the Chief of Staff for the VA Maryland Health Care System.

Dr. Robinson has over 30 years of experience as a senior leader in the United States Military Healthcare System, culminating in his selected as the 36th Surgeon General of the United States Navy. The Surgeon General is the Chief Executive Officer for Navy and Marine Corps healthcare systems.

As the Surgeon General, Dr. Robinson served as the principle Tricare Health Plan representative for active duty sailors and marines, their families, and Navy and Marine Corps retirees and their families, numbering over 2.5 million people. Dr. Robinson led a team of 63,000 Navy Medicine personnel in over 220 healthcare facilities located worldwide with an annual budget of $3.5 billion.

Dr. Robinson received his Doctor of Medicine from Indiana University School of Medicine and completed his Residency in General Surgery at the National Naval Medical Center and Fellowship in Colon-Rectal Surgery at the Carle Foundation Hospital and the University of Illinois School of Medicine. Dr. Robinson also has a Master of Business Administration from the University of South Florida.

Dr. Robinson holds fellowships in the American College of Surgeons and the American Society of Colon and Rectal Surgery. He is a Certified Physician Executive from the American College of Physician Executives. Dr. Robinson’s personal decorations include the Distinguished Service Medal (three awards), Legion of Merit (two awards), Defense Meritorious Service Medal (two awards), Meritorious Service Medal (three awards), Navy Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal and various service and campaign awards.

Chief of Staff

Dr. Sandra Marshall was appointed as the Chief of Staff for the VA Maryland Health Care System effective March 11, 2016. Previously, she served as the Deputy Chief of Staff for the Perry Point VA Medical Center, a division of the VA Maryland Health Care System.

As the Chief of Staff, Dr. Marshall is responsible for the provision, coordination and supervision of all clinical services at the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She serves as an integral member of the leadership team for the VA Maryland Health Care System in coordinating the delivery of safe, quality and compassionate care to more than 55,000 Veterans.

Prior to her appointment as the Deputy Chief of Staff at the Perry Point VA Medical Center, Dr. Marshall served as the Director of the Managed Care Clinical Center for the VA Maryland Health Care System, where she was responsible for the oversight of Primary Care, Women’s Health, Dermatology, Audiology and Speech, and Occupational Health. Dr. Marshall, who began her VA career in 1988 as an Ambulatory Care staff physician at the Baltimore VA Medical Center, has provided Primary Care services to hundreds of Veteran patients and was instrumental in the implementation of the Patient Aligned Care Team (PACT) model throughout the VA Maryland Health Care System.

Dr. Marshall received her Medical Degree from the University of Maryland School of Medicine, where she graduated cum laude, and completed a residency in Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. After completing her residency, she served as the Chief Resident for Internal Medicine at the University of Maryland Medical Center and the Baltimore VA Medical Center. Dr. Marshall is board certified in both Internal Medicine and Geriatrics.

Associate Director for Finance

Jeff A. Nechanicky was appointed as the Associate Director for Finance for the VA Maryland Health Care System effective January 26, 2014. Prior to his appointment, Mr. Nechanicky served as the Associate Medical Center Director at the VA Medical Center in Indianapolis, Indiana.

As the Associate Director for Finance, Mr. Nechanicky is responsible for the VA Maryland Health Care System's annual budget of approximately $530 million. Additionally, he oversees the day-to-day operations of Finance and Accounting, Human Resources Management, Veterans Canteen, Acquisition & Materiel Management and Medical Administrative Services, as well as the Prosthetics Treatment Center, Workman's Compensation, Medical Cost Collection Fund, Decision Support and Privacy Offices for the health care system. He also serves as the site manager for the Perry Point VA Medical Center.

Prior to his appointment as the Associate Medical Center Director in Indianapolis, Mr. Nechanicky served as the Chief Financial Officer at the VA Central Western Massachusetts Health Care System, where he focused on employee engagement and empowerment in business practices. Mr. Nechanicky's career also included 21 years of service in various staff and leadership roles in the United States Army. He retired from active military service in 2003 as a Lieutenant Colonel and was inducted into the Order of Military Medical Merit.

Mr. Nechanicky earned a Bachelor of Science degree in Medical Technology from Creighton University in 1982, and a Master of Business Administration from Syracuse University in 1984, with a concentration in organizational management and specialized coursework in U.S. Army and federal financial management. He is also a graduate of VA's 2008 Executive Career Field Development Class and the Class of 2007 Leadership VA program.

Mr. Nechanicky is a Fellow in the American College of Healthcare Executives.

Associate Director for Operations

In his capacity as the Associate Director of Operations, Mr. Frederick P. Soetje leads the day-to-day operations of Consumer Relations, Environmental Management, Facilities & Engineering, Information Resource Management, Information Security, Nutrition and Food, Chaplain, Pharmacy, and Police Services for the VA Maryland Health Care System. His principal areas of responsibility include planning, coordinating and evaluating the operations of these services.

Mr. Soetje is responsible for the support of all facilities throughout the VA Maryland Health Care System, including the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. He also serves as the Chairperson for the Executive Committee of the Administrative Services for the VA Maryland Health Care System.

Prior to his appointment as Associate Director for Operations, Mr. Soetje served as the Associate Director for Finance for the VA Maryland Health Care System. He served as the Chief of Pharmacy Service for the VA Maryland Health Care System for eight years and as the Assistant Chief of Pharmacy Service at the Baltimore VA Medical Center for six years prior to his appointment as the Associate Director for Finance.

Prior to joining the VA Maryland Health Care System, Mr. Soetje was employed for eight years at the VA Medical Center in the Bronx, New York, where he served as the inpatient pharmacy supervisor, clinical staff pharmacist, and staff pharmacist. A native of New York, Mr. Soetje holds a Bachelor's degree in pharmacy from the Massachusetts College of Pharmacy and Allied Health Sciences in Boston, and a master's degree in Health Care Administration from the University of Maryland University College in Adelphi, Md. He is a graduate of the VA's 2010 Executive Career Field employee development program.

Associate Director for Patient Care Services

Sheila Bryson-Eckroade, RN, BSB, MEd, NEA-BC, was appointed as Associate Director for Patient Care Services for the VA Maryland Health Care System in May 2012.

In her capacity as Associate Director for Patient Care Services, Ms. Bryson-Eckroade is responsible for the provision, coordination, and supervision of nursing services throughout the VA Maryland Health Care System, including the Baltimore and Perry Point VA Medical Centers, the Loch Raven VA Community Living & Rehabilitation Center and six community based outpatient clinics located throughout the state. She is an integral member of the management team for the health care system and works collaboratively to plan and deliver quality and safe patient care.

Born and raised in Greensboro, North Carolina, Ms. Bryson-Eckroade received her education, including both baccalaureate and master’s degrees, from the University of North Carolina, Greensboro. She has held positions at both community and investor owned health systems in her 33 plus years in the health care arena. Ms. Bryson-Eckroade has experience in nursing administration, education and patient safety/risk management.
